First of all, the staff could be resistant to changes because all people like constancy. stability. Every single change requires effort at first even if the final effect is/means simplification.  simplifyment. Everyone has unique habits and way of working. It could be hard for people to change it just to cooporeate with coworkers that they haven't worked with before.
Ressistance could be overcome by making smoothly adjustments, not modifying everything at the same time. The real secret to a successful change, is to let people figure out how to solve their own problems, and they will find a way how to do the rest.
